I do it like this:

(with winrar)

I put the .rar file on desktop. When you open it, there is link on page with password, you copy the password form the web page and open the mod folder with this password. In the left upper corner there is "extract to" .. you extract it on desktop. You´ll get a folder and then you just place it in beamng files (mods, config, sounds, etc)

If you try to move it with mouse, there may be some error while extracting etc.

Be aware, some rar mods may have bugged sounds.. I prefer only .zip file mods. .
